I. Core Policies (effective in 2026)

Age-based fines (mandatory from February 2026)

The calculation is based on the production year (not the registration year). Vehicles manufactured in 2016 and later, corresponding to 2026, are considered compliant vehicles.

Vehicles 10 years or less (≤2016): No fines, clears customs normally. Vehicles 10-12 years (2014-2015): 12.5% fine based on CIF price. Vehicles 12-15 years (2011-2013): 20% fine based on CIF price. Vehicles over 15 years (≤2010): 50% fine or direct return.

Because these vehicles have no commercial value.

China will exempt all export tariffs (starting May 1, 2026).

China exempts Ghanaian used car export duties from the entire export threshold, reducing the cost per vehicle by several thousand to tens of thousands of yuan.

Please note that Ghanaian import taxes and fees still apply; it’s not a complete tax exemption.

Customs clearance will be fully AI-powered (launching in 2026).

The entire process utilizes AI to compare VIN codes, vehicle information, and declaration documents, instantly determining the year and condition of the vehicle. The chassis, engine, and frame are inspected 100% of the time; assembled vehicles, refurbished vehicles, and accident vehicles are impounded and returned.

II. Admission Criteria (All must be met)

Vehicle basic attributes

For steering, left-hand drive is mandatory (naturally suitable for Chinese vehicles). Vehicle age should be ≤10 years (manufactured after 2016), with 8 years or less (manufactured after 2018) being the safest option. Emissions should be Euro II or higher (most domestic vehicles manufactured after 2016 are Euro IV/China V, so compliance is not a problem). Mileage has no mandatory upper limit, but ≤150,000 kilometers makes it easier to pass inspection.

Vehicle condition requirements

There were no major accidents. The vehicle has been flooded and shows signs of fire. The VIN code is clear, verifiable, and unaltered, matching the documentation exactly. It is not an assembled vehicle, a refurbished vehicle, a vehicle with counterfeit plates, or a total loss vehicle.

New Energy Special Project (Strongly Recommended)

Regarding pure electric/hybrid vehicles, Ghana will have zero import tariffs until 2032, with a total tax rate of approximately 21.5%. The entry requirements will be relaxed so that vehicles up to 12 years old will be given priority.

III. Customs Duties and Taxes (Ghana, 2026)

Basic tariffs are tiered according to engine displacement. For gasoline vehicles, ≤1.5L is 5%, 1.5–3.0L is 10%, and >3.0L is 20%. New energy vehicles have a 0% tariff. 2. Mandatory surtaxes are based on a uniform standard: Value Added Tax (VAT) is 15%, and National Health Insurance Tax (NHIL) is 2.5%. The calculation base is the CIF price (cost + insurance + freight). The overall tax rate is approximately 26%–41% for gasoline vehicles (higher displacement, higher rate), and 21.5% for new energy vehicles (VAT + NHIL only).

IV. Customs clearance and document requirements: [Neither can be omitted]

The required documents are Certificate of Origin (CO) + Export Declaration Form, Certificate of Conformity (COC) (mandatory in Ghana), VIN lookup report, accident-free certificate, BSC tracking number (required by the Ghana Ports Authority), commercial invoice, bill of lading, and packing list. The customs clearance process (AI version 2026) involves the following: Upon arrival at the port, AI automatically compares the VIN with the declared information. Customs will thoroughly inspect the chassis, engine, and frame, calculate the CIF price and taxes, and release the vehicle after payment. Vehicles that violate regulations will be impounded or returned, and fines will not be refunded.

V. List of Items Absolutely Prohibited from Import

Right-hand drive vehicles (100% prohibited), gasoline-powered vehicles older than 15 years (≤2010), assembled vehicles, refurbished vehicles, vehicles with counterfeit license plates, accident vehicles, flood-damaged vehicles, and fire-damaged vehicles, vehicles without a VIN code or with a tampered VIN code, scrapped vehicles, and totaled vehicles.

VI. Export Recommendations for 2026 (Avoiding Pitfalls + Maximizing Profits)

Prioritize left-hand drive gasoline vehicles manufactured after 2018 (≤8 years old) or new energy vehicles manufactured after 2016. This ensures zero fines and a high pass rate. Strictly control engine displacement; the lowest tariff is 5% for vehicles 1.5 liters or less. Ensure all documents are 100% identical, and the VIN is traceable. Avoid under-declaration (as AI automatic comparison easily triggers audits). Shipments after May 1st can enjoy China’s export tax exemption benefits, increasing profit per unit by 5% to 10%.
