Algeria: The “Golden Springboard” for the North African Used Car Market

As one of the largest economies in North Africa, Algeria’s used car market accounts for 40% of the total automobile trading volume, with imports reaching $244 million in the first half of 2024.However, its import policy is centered on displacement classification + environmental protection orientation, Chinese exporters must accurately grasp the tax rules in order to avoid the tragedy of “doubling the price on arrival”.

1Used car import restrictions

1, Ban on the import of diesel-fueled used cars
Algeria has banned the import of diesel-fueled used cars since 2023.
2 ,Vehicle Age Restriction
Individual Import: Used vehicles up to 3 years old are allowed to be imported (based on the date of first registration of the vehicle).
Importation by companies: no specific “age limit”
3. Restrictions on the subject of importation
Only individuals resident in Algeria are permitted to import second-hand vehicles; importation by companies or dealers is subject to a separate authorization (see Administrative Decree No. 23-74 of 2023).-Only individuals resident in Algeria are allowed to import used cars.)
Individuals are allowed to import one used car under three years old every three years, and must provide proof of their foreign exchange (e.g., bank exchange records).
For more information, see: The truth about “unlimited importation” of used cars in Algeria: why is it so hard to get rid of the easy policy?
Imported need to use personal foreign exchange account payment, prohibited through the black market exchange of foreign currency.
4, vehicle modification restrictions: power / security system modification is prohibited, the appearance of the record required

2Full-cost dismantling of Algerian imports

A used car with a CIF value of $10,000 and an emission capacity of less than 1800cc is used as an example.

1. Customs duties and taxes

  1. Basic tariff (Droit de Douane, DD)
    • Graduated levy based on engine displacement
      • Displacement <1800cc: 15% tariff rate
      • Displacement ≥1800cc and electric vehicles: 30% tariff rate
    • Tax base: CIF price × corresponding tariff rate
    • Applicable to: all vehicles
  2. Value added tax (TVA)
    • Tax rate: 19%
    • Tax base: (CIF price + tariffs) x 19
    • Applicable to: all vehicles
  3. Consumption Tax(Droit de Consommation, PRCT)
    • Tax rate: 2%
    • Tax base: CIF price × 2%
    • Applicable to: all vehicles
  4. Internal tax (TIC)
    • Tax rate: 60
    • Tax base: (CIF price + basic customs duty + excise duty + statistics tax) x 60
    • Target: Only for gasoline/hybrid used cars with engine displacement ≥1800cc.
  5. Statistical tax/tax on solidarity contribution (TCS)
    • Tax rate: 2%
    • Tax base: CIF price × 2%
    • Applicable to: all vehicles
    • ❗ Tax incentives
  6. Gasoline / Hybrid:
    • Displacement ≤ 1800cc: 50% reduction in total taxes (Customs, Excise, TCS, TIC, VAT combined reduction)
    • Displacement >1800cc: 20% reduction in total tax
  7. Pure electric vehicles (EVs): 80% reduction in total tax (with higher benefits for environmental attributes).

The total amount of taxes and fees is $2,042.5, of which the actual burden is reduced by a 50% reduction in the base tax calculation. The core benefit is the total tax exemption for small-displacement gasoline/hybrid vehicles, which effectively reduces import costs.
⚠️ Key Note: If you choose a pure electric vehicle (e.g. BYD Yuan PLUS), the tax reduction can be as high as 80%.

2、其他费用

  1. Customs clearance fees, document processing fees, warehousing, inspection and other miscellaneous fees, accounting for about 2-5% of the CIF price.
  • Calculation formula for other charges: CIF price x 3%
  • Final cost: $300

This percentage is an empirical estimate provided by Algerian customs brokers and industry associations (e.g. Algerian Customs Brokers Association) and is not an official rule.

The exporter’s CIF price is $10,000, the importer’s total cost of arrival is $12,342.5, and the importer’s actual payment is 23.43% higher than the CIF price.

4Other Precautions

1,Mandatory requirements for import agents

  • Import procedures must be handled through a locally registered agent in Algeria and cannot be done directly by individuals.

2, Exchange Control

  • Payments are made through the Algerian banking system and are subject to foreign exchange authorization by the Central Bank.

3, Emission standards

  • No mandatory European standards, but COC certification required (implied environmental compliance)

4, COC certification

  • COC certification by the exporter to initiate the application, and the need to complete the application and inspection process before the shipment of goods, the importer only needs to provide a valid COC certificate in customs clearance, without directly involved in the application process.
  • Core documents required for application
    • Application form (RFC): fill in product details, HS code, factory information, etc.
    • Commercial documents: pro forma invoice, packing list, copy of bill of lading (to be provided after shipment)
    • Technical documentation: product test reports (Algerian IANOR standard preferred, or international standards such as ISO, EN, etc.), technical data sheets, quality management system certificates (if any).
  • Application time: Completion of inspection and licensing prior to shipment
    • The latest application time: the application must be initiated after the goods have been manufactured and packaged, and before the official shipment.According to Algerian Customs, it is not possible to apply for COC certification after shipment and the certificate must be issued on the basis of a copy of the bill of lading.
    • Certification Cycle Time: Typically 7-10 business days (excluding testing time) if documentation is complete; if additional testing is required, the cycle time is extended to 20-30 business days.
  • Consequences of non-compliance: goods without COC certificate after arrival will be detained by Customs and face 100%-300% fine or return shipment.
  • COC certification reference fee (final cost please refer to the actual quotation)
    • Inspection fee: 0.35% of FOB value (minimum RMB 1950, excluding 6% VAT)
    • Test fee: about RMB 2000-5000 (fluctuates according to vehicle type)
    • Service fee: about 1000-3000 RMB

5 Guide to avoiding the pit

  1. Diesel vehicle ban
  • Algeria has imposed a total ban on the importation of used diesel vehicles, allowing only gasoline, electric and hybrid models.
  1. The Age Trap
  • Individual imports: vehicles must be ≤ 3 years old (based on date of first registration)
  1. Certified life and death line
  • COC certification is a mandatory document for customs clearance and needs to be completed before shipment.Vehicles without COC may be refused entry and face a 100%-300% fine or return shipment.
