Algeria: The “Golden Springboard” for the North African Used Car Market

As one of the largest economies in North Africa, Algeria’s used car market accounts for 40% of the total automobile trading volume, with imports reaching $244 million in the first half of 2024.However, its import policy is centered on displacement classification + environmental protection orientation, Chinese exporters must accurately grasp the tax rules in order to avoid the tragedy of “doubling the price on arrival”.
1Used car import restrictions
1, Ban on the import of diesel-fueled used cars
Algeria has banned the import of diesel-fueled used cars since 2023.
2 ,Vehicle Age Restriction
Individual Import: Used vehicles up to 3 years old are allowed to be imported (based on the date of first registration of the vehicle).
Importation by companies: no specific “age limit”
3. Restrictions on the subject of importation
Only individuals resident in Algeria are permitted to import second-hand vehicles; importation by companies or dealers is subject to a separate authorization (see Administrative Decree No. 23-74 of 2023).-Only individuals resident in Algeria are allowed to import used cars.)
Individuals are allowed to import one used car under three years old every three years, and must provide proof of their foreign exchange (e.g., bank exchange records).
For more information, see: The truth about “unlimited importation” of used cars in Algeria: why is it so hard to get rid of the easy policy?
Imported need to use personal foreign exchange account payment, prohibited through the black market exchange of foreign currency.
4, vehicle modification restrictions: power / security system modification is prohibited, the appearance of the record required
2Full-cost dismantling of Algerian imports
A used car with a CIF value of $10,000 and an emission capacity of less than 1800cc is used as an example.
1. Customs duties and taxes
各项税费统计】
| tax types | calculation method | Amount ($) | note |
| Basic tariff (DD) | $10,000 × 15% | $1,500 | Graduated levy by displacement, amount before abatement |
| Consumption tax (PRCT) | $10,000 × 2% | $200 | Harmonized relief after full inclusion in the total tax bill |
| Taxes on Statistics (TCS) | $10,000 × 2% | $200 | Harmonized relief after full inclusion in the total tax bill |
| Internal tax (TIC) | Not applicable (Displacement <1800cc) | $0 | Only for used cars with displacement ≥1800cc |
| Value added tax (TVA) | ($10,000 + $1,500) × 19% | $2,185 | Calculated based on CIF price + tariff, before deductions |
| Reduction amount | Total tax × 50% | $-2,042.5 | Environmental dividend: 50% tax reduction for models with displacement ≤ 1800cc |
| Total effective tax | Total of the above | $2,042.5 | Final amount to be paid |
The total amount of taxes and fees is $2,042.5, of which the actual burden is reduced by a 50% reduction in the base tax calculation. The core benefit is the total tax exemption for small-displacement gasoline/hybrid vehicles, which effectively reduces import costs.
⚠️ Key Note: If you choose a pure electric vehicle (e.g. BYD Yuan PLUS), the tax reduction can be as high as 80%.
