The Algerian automotive import market offers significant potential, but regulations are complex and frequently updated. Whether exporting new or used vehicles, they must meet stringent local standards.

This article outlines the latest policy changes (*), technical standards, required documentation, and tax structures to help you successfully enter the market.

01

New and Used Car Import Eligibility

Clear eligibility criteria are set for new vehicles.

Vehicles must not be registered in any country or region;

They must arrive in Algeria within one year of manufacture;

Passenger cars and trucks must have a mileage limit of 100 kilometers;

Trucks, buses, and coaches must have a mileage limit of 1,500 kilometers.

Regulations for individual residents importing used cars have been relaxed.

One used car, no older than three years, is now allowed to be imported every three years. This includes passenger cars (up to nine seats) and commercial vehicles (gross weight under 3.5 tons, such as vans, trucks, and pickups).

  • The restriction prohibiting the resale of imported used cars within three years has been lifted, but a tiered tax refund repayment system is required.

Resale within 12 months requires a 100% repayment of the tax credit;

Resale between 12 and 24 months requires a 66% repayment;

Resale between 24 and 36 months requires a 33% repayment.

02

Distributors face higher barriers to entry

Authorized dealers must hold an import license issued by the Ministry of Trade and may only import models within their licensed brands.

Authorized dealers must purchase vehicles directly from the manufacturer. Pre-sale invoices must show the final, non-negotiable price, including all taxes, discounts, and legal tax incentives.

Dealers must deliver vehicles within 45 days and offer a warranty covering 100,000 kilometers or 36 months (5,000 kilometers/12 months for motorcycles).

  • Dealers must establish vehicle manufacturing/assembly operations within three years or risk license revocation. Furthermore, to strongly support environmentally friendly vehicles, dealers are required to import LPG or natural gas vehicles and meet a 15% electric vehicle sales quota. Failure to comply will result in suspension of import eligibility.

03

Local Technical and Safety Standards

Exported vehicles must meet strict local technical and safety standards.

Passenger cars must be equipped with ABS brakes;

Electronic Stability Control (ESC/ESP) for engines over 1,200 cubic centimeters;

Speed limiters or speed controllers for engines over 1,600 cubic centimeters;

All vehicles must be equipped with two front airbags, and engines over 1,200 cubic centimeters must also have two side airbags;

Comply with local environmental emission regulations.

Tax Structure and Environmental Incentives

Imported vehicles are subject to several taxes and fees:

New/Used Vehicle Tax: Based on the CIF price, the tax ranges from 5% to 160%—with higher rates for luxury, high-performance, or used vehicles;

Value-Added Tax (VAT): 19% for passenger cars; 7% for commercial vehicles;

Consumption Tax: Based on engine displacement, with higher engine displacement resulting in higher rates.

  • Special tariff reductions and exemptions are available to support environmentally friendly vehicles:

Electric vehicles: Up to 80% tariff reduction;

Small-displacement hybrid vehicles (<1800cc): 50% tariff reduction (excluding diesel vehicles).

06

Practical Tips and Considerations

Verifying the latest regulations is crucial. Algerian regulations are complex and subject to change, requiring thorough preparation and the correct documentation. Before exporting, always consult with authoritative sources, such as the Algerian Embassy, specialized agencies, or trusted partners.

Verify dealer compliance. Work with reliable local partners to avoid risks such as customs clearance delays or supplier delays due to localization policies.

Check vehicle specifications. Obtain a Certificate of Compliance (COC) as early as possible to ensure compliance with all Algerian safety and environmental standards.

Calculate costs in advance. Account for taxes, logistics, and certification costs clearly. Prioritize electric or hybrid vehicles under three years old to enjoy up to 80% tariff reductions.

Payment method restrictions. Payment methods for imported vehicles typically include Algerian bank transfers and letters of credit.

Monitor port developments. Consider container/ro-ro capacity and port congestion, stagger arrivals, prioritize dry port clearance, and manage demurrage and storage fees.
