01 Pre-filing preparation
Before exporting, enterprises need to understand the relevant laws and regulations of the exporting country or region on automotive products to ensure that the exported products comply with the relevant safety, environmental protection, energy saving and other areas of mandatory technical requirements.
If necessary, you can learn about the automobile technical regulations and product access management system of the trading countries or regions in detail through professional and technical organizations.
02 Export declarations
Enterprises submit export licenses, packing lists, invoices, contracts, bills of lading, letters of attorney for customs brokerage and other necessary certificates and approval documents issued by the commerce department in accordance with the relevant requirements of the Customs standardized declaration, and make declarations to the Customs through the China Single Window for International Trade.
The export of automobiles is subject to the national customs clearance integration model, and enterprises can independently choose the place of export declaration and the port of exit.
Reminder: new pure electric vehicles do not require an export license.
03 Arrival of goods
When all the new energy vehicles have arrived at the customs supervisory operation site, the operator of the relevant site submits the arrival report to the Customs by means of electronic data.
Upon receipt of the report, the Customs will carry out inspection or release procedures for the goods or articles.
Reminder: China International Trade Single Window will feedback relevant information at the same time, enterprises need to pay attention to customs clearance status in a timely manner
04 Cargo release
Customs comprehensively determines whether to inspect the goods based on product risk and enterprise credit.
For goods that have not been hit by inspection, the Customs will release them in accordance with the regulatory requirements.
For hit inspection of goods, inspection of no abnormal goods, the Customs shall be released in accordance with regulatory requirements; inspection of abnormal goods by the Customs disposal, for compliance with regulatory requirements, the Customs shall be released.
After the Customs completes the release of customs declaration, the enterprise will go to the supervised place for the shipment of goods with the electronic or paper release certificate of the Customs.
05 Departure clearance
After the goods are shipped, Customs clears the eligible declarations.
